Project Description:
In this project, Wayne, Holmes and Ashland Counties will be cooperating on a regional level to assess the impact of county policies on agriculture and land use.  After completing a thorough policy audit, they plan to present strategies for mitigating any negative impacts on agriculture to county commissioners.  This process will begin in Wayne County and will then be replicated in both Holmes and Ashland Counties.  They will be reviewing policies that are generally not considered as related to agriculture and land use, including subdivision regulations, water use policies, health department regulations and engineering codes.

Project Updates:

The project manager has received back the initial surveys, with a little over 60% reponse rate (38 surveys out of 60).  The analysis of these surveys will begin the actual scrutiny of policies in Early November.

The initial project survey, questioning county agencies and boards on the impact of county policies on agriculture and land use, was sent out on Friday, July 6th. This initial survey will assist the project team in deciding which offices will be audited.  The Wayne county project manager, Katie Myers, visited Ashland and Holmes counties to assist them in the preparation of forming their local project committees.  Both Ashland and Holmes counties have assigned their own local project managers (Ashland County: Mike Wolfson, County Planning Director; Holmes County: Arnold Oliver, County Planning Director).

Wayne County project leaders have entered into a contract with a policy audit consultant, Jerry Weitz, Ph.D., AICP.  The Project Manager and Project Advisory Board have also begun to form the policy audit survey that will be sent to county entities.

A grant agreement and workplan have been signed by CFFPI and project leaders.  The first phase of work has begun.
